Strip and wax and burnishing show up as separate line items on most janitorial bids, and facility managers often treat them as competing options. They are two ends of one program. Stripping removes and rebuilds the finish system in a single disruptive event; burnishing reconditions the finish you already paid for. Getting the ratio right is what controls both your floor care budget and your downtime, and in older buildings it also determines which methods are lawful in the first place.

Two line items show up on almost every janitorial bid for a building with vinyl composition tile: strip and wax, and burnish. They get read as the same category of work, priced as interchangeable, and negotiated as though picking one means skipping the other. That reading costs money. Strip and wax vs. burnishing on commercial floors is one of the few maintenance calls that moves your annual budget and your building's downtime at once.
The short version: stripping removes and rebuilds the entire finish system, while burnishing maintains the finish you already have. Burnishing is the frequent, low-disruption lever that stretches the interval between expensive strip-outs. Strip and Wax: What a Full Restoration Actually Involves
"Strip and wax" compresses a long sequence into three words. Chemical stripper goes down and dwells. A low-speed machine works it until the old finish releases. The slurry gets picked up, the floor is neutralized and rinsed so the new finish has something clean to bond to, and the tile dries completely. Only then does finish go back on — multiple thin coats, each needing its own cure time before the next.
That cure window is what eats your schedule. The floor sits out of service for hours, often overnight, and the room usually has to be emptied of furniture and put back afterward. For an occupied office suite, that's a real operational cost stacked on top of the invoice.
It's the expensive option on the invoice too. Labor hours, chemical volume, equipment time, furniture moving, and the wait between coats all land in one event. Getting it wrong compounds the damage: an incomplete strip leaves patches of old finish behind, the new coats bond unevenly over them, and the whole system fails sooner than it should.
Treat stripping as a reset, not as routine maintenance. A program that strips on a fixed annual calendar regardless of what the floor actually looks like is almost always overspending.
Burnishing: Maintaining the Finish You Already Paid For
Burnishing runs a high-speed or ultra-high-speed machine with a soft pad across a dry floor. Friction softens and re-levels the top few microns of existing finish, which hardens as it cools and comes back reflective. Nothing gets added. The machine reconditions material that's already there, and each pass consumes a little of it.
Bids use "buffing" and "burnishing" loosely, so ask which a line item means and at what machine speed. Buffing is generally lower-speed work aimed at cleaning and evening out the surface. Burnishing is the faster, dry, gloss-producing pass.
This is the budget lever in a floor program. It's fast, needs no cure window, and can usually run overnight or in sections without closing the space. Paired with periodic scrub-and-recoat, which puts finish material back after burnishing has worn some away, it pushes the next full strip meaningfully further out. How Often Each Belongs on Your VCT Floor Care Schedule
Frequency comes from a handful of variables, and none of them is the date on the contract.
- Traffic volume and type. Carts, pallet jacks, and tracked-in grit do far more damage to a finish than shoes do. A warehouse aisle and a private office age at completely different rates.
- Entryway matting and soil capture. Your biggest upstream control. Grit that never reaches the floor never abrades the finish.
- Coat count and strip quality. How many coats went down last time, and how cleanly the previous finish came off, set the ceiling on how long the system lasts.

Between strips, the working pattern is frequent burnishing plus periodic scrub-and-recoat, with the recoat replacing what burnishing consumes. High-traffic entries and main corridors carry the heaviest burnish cadence. Low-traffic private offices and back-of-house space often need very little. Treat any interval a contractor quotes as a starting point for a floor inspection, not a commitment.
The trigger for a full strip is condition-based, and three signals are reliable. Burnishing stops restoring gloss. Traffic lanes wear through to bare tile. Or recoats have built up at the edges and corners where the machine doesn't reach, and that buildup has started to yellow or powder.
The Pre-1980 Question: When Your VCT Is Presumed Asbestos-Containing
Before any floor care scope gets approved in an older building, confirm when the flooring went in. Under OSHA's asbestos standard at 29 CFR 1910.1001, asphalt and vinyl flooring installed no later than 1980 is treated as asbestos-containing unless testing demonstrates otherwise. Building age sets the default — not how the tile looks, and not how it's been maintained since.
Where that presumption applies, the method changes. Sanding asbestos-containing flooring is prohibited outright. Stripping must use low-abrasion pads at speeds below 300 rpm, with wet methods. Burnishing or dry buffing is permitted only where enough finish remains that the pad can't make contact with the tile, which turns finish thickness from an appearance question into a compliance control.
There's measurement behind that last rule. In an EPA-published study of asbestos-containing floor tile, wet stripping stayed below the OSHA exposure limit of 0.1 fibers per cubic centimeter as an eight-hour average, while every eight-hour sample taken during ultra-high-speed burnishing exceeded it. That finding is specific to asbestos-containing tile. It says nothing about burnishing modern VCT, which is a routine and appropriate operation.
The practical step is narrow. Know your flooring installation date before you sign off on a scope. If it predates the cutoff and has never been tested, bring in a licensed asbestos professional to inspect and sample. This isn't a question to settle informally with a floor crew on the night of the job.
Products, Air Quality, and Scheduling Around Your Occupants
Chemistry matters more than crews sometimes assume. EPA's indoor air quality guidance advises selecting low-VOC cleaners and floor finishes, and warns that the wrong maintenance materials can damage resilient flooring outright. Follow the flooring manufacturer's specification rather than whatever happens to be on the truck. Roughly 2,000 products carry EPA's Safer Choice label, which restricts VOC content and covers floor finishes and strippers; institutional buyers can filter that database by facility type.
The wet window during stripping and cure is where the real liability sits. 29 CFR 1910.22 requires walking-working surfaces to be kept clean and dry, and requires hazardous conditions to be corrected or guarded before an employee uses the surface again. In practice that means a barricaded, scheduled closure — not a cone and a folding sign. EPA's guidance points the same direction, recommending that this class of work be scheduled during unoccupied periods or periods of least occupancy, with large projects timed to breaks in the building's calendar.
All of it belongs in writing. Floor care method, frequency, and access windows are exactly the terms that get argued about later, which is why your cleaning contract's scope of work should spell them out before the first night of service.

How often should commercial VCT floors be stripped and waxed?
No single interval fits every building. Stripping is driven by how fast the finish degrades past the point where burnishing can restore it, which depends on foot traffic, entryway matting, soil load, and how many coats went down last time. A low-traffic office may go a year or more between strip-outs; a busy entrance corridor, or a building with poor matting, may need one or two a year. Can you skip stripping entirely and just burnish and recoat forever?
Not indefinitely. Scrub-and-recoat extends a finish system considerably and is the right call far more often than a full strip, but every recoat adds material on top of what's already there. Over enough cycles the film builds unevenly, traps soil at the edges where recoats don't reach, and begins to yellow or powder. At that point the surface is no longer restorable, and taking it down to the tile is the only reset. Stripping is what a good burnish program postpones, not what it eliminates.

Stripping and burnishing aren't competing options. They're two ends of one program, and the ratio between them is the actual budget decision.
